As Chief Planning Officer, you will work closely with your fellow senior colleagues and the Corporate Leadership Team to deliver the strategic objectives and growth ambitions of the Council.
You will need significant public and/or private sector experience in taking forward complex planning applications. You will also need to provide innovative and adaptable leadership to your staff and be reassuring and comfortable advising elected members of the Council about controversial planning issues. Inevitably, challenges will arise within the planning process and you will need to be able to calmly assess options and provide workable solutions.
You will have overall management responsibility for the Development Management Service, with a particular focus on navigating major development projects such as our Garden Town through the complexities of the planning system. The Council is also a major land owner and the ability to successfully negotiate with applicants and promoters of major projects will be essential, as well as leading with confidence a high profile service for the Council. The Council, as a local planning authority and a significant land owner, is proposing a garden settlement known as Otterpool Park for up to 10,000 new homes. An outline planning application for the new town is expected in early 2019.
You will also need to commission and oversee the work of consultants and contractors as required, so as to ensure that the Council has the necessary planning expertise and resilience to take forward the Otterpool Park planning application and other important, high profile planning applications.
You will work closely with the Assistant Director for Strategy, Performance and Communications who leads the Council’s policy functions, particularly in relation to planning policy matters, and the Head of Law and Governance in making a step change in our enforcement activities.
